DETROIT (WXYZ) - On Monday, Sarah will face her father in a courtroom. That is where she will tell a judge about the sexual abuse she suffered as a child, but Sarah’s words will not get her father the punishment she believes would bring about real justice.

A plea agreement reached between prosecutors and defense attorneys for Jose Rangel, 43, of Woodhaven will have him spending no more than one year in a work-release program at the Wayne County Jail. He will also serve three years on probation.

Rangel works for DTE Energy and is now a registered sex offender.

A spokesman for DTE Energy released the following statement to Action News:

This situation just came to our attention, and we are investigating the matter. In the meantime, we’ve taken appropriate action to ensure that the employee has no contact with DTE Energy customers at this time. A criminal conviction is not an automatic bar to employment at DTE Energy. We take situations of this nature very seriously and investigate and evaluate each on a case-by-case basis.

Rangel was charged with 1st degree and 2nd degree Criminal Sexual Conduct. He pleaded guilty to the lesser 2nd degree count which involves fondling and inappropriate touching.

Sarah tells Action News that the sexual abuse began when she was just a little girl and continued until she left home when she was 16-years-old. She went to Allen Park Police two years ago with her allegations.

“Since the age of six, he would make me perform oral sex and then it continued from there. He would come into my bedroom at night and sneak to touch me,” says Sarah.

Sarah says she wishes something could be done to keep her father behind bars longer than one year, but the judge cannot exceed the penalties reached in the plea agreement.

Maria Miller from the Wayne County Prosecutor Office tells Action News, “We are always motivated by what will be a just resolution for the victim and what will protect others. In light of all the facts in the case, we believe the plea and sentence agreement that the victim agreed to are in the best interests of justice.”

Sarah, now 23, is a married mother of two and pregnant with her third child. She says she realizes she still needs therapy to help heal her wounds, telling Action News, “I’m not afraid and I’m not ashamed to admit I need help for it. It’s not my fault.”
